Sold an item for around $500, buyer paid on 02/01/13.
I sent the item the next day 03/01/13 using the ebay flat rate+ signature around mid day. Then yesterday buyer contacted me saying item not receive and opened dispute INR on paypal. Buyer requested full refund.
According to tracking number item is still in transit.
Then buyer escalate this to paypal today (09/01/13).
What should I do ?
Has anyone got any problem with these flat rate satchel ?
I have sent more than 20+ items using these, but never has any issue.

Just received a call from post office and they could not locate the parcel.
Tracking number still saying these:
03/01/13 22:12 In Transit CHULLORA NSW.

Well I hope you realise now how silly it was not to send it registered post or click & send with extra cover so that if AP cannot locate it there would have been no trouble getting a full refund from AP.
For low value items Paypal will accept proof of sending to a postcode but why on earth should they have to pay out that much money because you chose to use an unsafe delivery method which does not show the buyer's address.
Forget deemed delivery, even if it applied to Paypal protection it could only be used if you were a registered business.
It has been said hundreds of times on these boards that red and express satchels do not qualify for seller protection because they do not have the buyer's address displayed anywhere.

The OP sent it in satchel with signature required.

As OP said an eBay satchel with signature, I assumed it was C&S.
The problem now is that AP have lost the parcel and will only compensate $100 (to the seller), not the $500 the buyer paid.
If I was the buyer, I'd be getting somewhat upset about now.

Yes, but as the seller should be protected it is PP who should pay the buyer. So, i would be placating the buyer, telling them that one way or another they will get their money back, they just have to bear with the process for bit longer, and if the parcel does not get located, then they need to make a claim with PP.

Where is an item value indicated in the Paypal User Agreement in reference to the proof of postage requirements?

Here is the flow that you need to follow from the user agreement that defines proof of shipment. From the clause scroll back up to the user agreement definitions
1. Eligibility
1.1. The PayPal Seller Protection Policy may apply to you if you are a seller.
1.2. If you are a seller, you may not owe us any amounts in connection with a Reversal where the following eligibility requirements are met for a transaction:
the item is sold on eBay;
you receive payment via PayPal;
you provide us with valid Proof of Shipment for the sale; and
the item is sent to the address specified on the "Transaction Details Page".
2. Definitions and interpretation
Proof of Shipment means the proof of shipment accepted by us as set out within the โProof of Shipmentโ page on the Safety Advice section of our website;

Buyers and sellers, at the very least, must provide documentation that includes the date the item was sent, plus one of:
An official acceptance by the shipper, such as a postmark or online status (status that shows the item was delivered is also acceptable)
The recipient's delivery address showing at least the state, city and postcode (or international equivalent)
A receipt from Australia Post showing at least the recipient's suburb, city or postcode (or international equivalent)
There is no specific $ amount attached or any thresholds. Please note the second option...the recipients delivery address with no other constraints ie you could handwrite the address... , you could print you own manifest....some will try to add words (including paypal help reps) so that the conditions further supports their stance I prefer to interpret from the words that are actually in my user agreement.
BTW I did not write the agreement so if you link a date from your PO receipt. Read the requirements.
If you supply a copy of the ebay invoice with the correct recipients delivery address and have a Post office receipt with the Date the item was sent then do you satisfy paypals recomendations at the very least?

Is that all you need to do?? Really?? I post using this system all the time, but always post through the post office to get confirmation of lodgement. I can't understand how you can prove postage just by pulling up a copy of the click and send with proof of payment. Technically, you can still have the goods, and sell over and over?? ๐ Not trying to start an arguement, simply trying to see where we stand if we post in the post box instead. Bit of a gamble I think.

To get seller protection when you have posted via post box, there needs to be at least one tracking event scanned and showing in the Australia Post tracking system (after manifest) to demonstrate a particular parcel was posted.
Each click and send tracking number is unique and linked to address details shown on label - so you could not sell goods over and over again and win paypal coverage by this method - as you could not demonstrate that parcels were ever recorded within the AP tracking system .

Not sure where now as cant find it, but somewhere on here I read a post about Chullora, and how so many parcels seem to go missing from there.
What ever the outcome, make sure you lodge a complaint with Aust Post, as it sounds like some seriously dodgy work coming out of Chullora.....
