If any buyer can not bid/buy then they are on somebodies BBL so if you have any kind of blocks in place then they won't be able to buy it's as simple as that, they have been put on these lists for a reason so why would a seller go and put them on their exempt list just to make a sale? What's the point of having anyone blocked then.
Ebay isn't blocking buyers,sellers are!

There has been a glitch in the system on and off for the last few months. Buyers aren't being blocked because of anything in buyer requirements, they are being blocked because eBay tells them that the seller doesn't post to their location. They are usually Australian buyers and some buyers are being told that when the seller lives in the same city/town.
It has nothing to do with sellers having these buyers blocked, it's a system glitch which they seem to be refusing to fix.

This is the response I got from ebay about the location issue.
------------------------
Thanks for contacting eBay about the buyer ***** being blocked from buying your item.
I have checked on your account and can see it on your buyer activity log. I also have checked if we got contacts about this matter and we did not get reports from other sellers or buyers.
I recommend that you ask the buyer to clear cache on their mobile browser or update their application version and try to purchase the item again. If they get the same error, we would need to get more details from the buyer and please advise them to contact us so we can investigate on this.
Most often, members get issues when the yuse an outdated mobile application because the latest version will have the most bug fixes and enhancement.
Thanks for choosing eBay.
Kind regards,

They could have received 5 unpaid item strikes and had 4 removed in the day between.

Sorry, but that is not correct.
If a member is placed on a seller's BBL, it doesn't affect their ability to buy from anyone else at all. The only thing a seller can do that has the chance of affecting a member's ability to buy from others is issue an unpaid item strike, which can then mean they're blocked from purchasing from any seller with that block in place, but in that case that's what sellers want to happen.
I don't seem to have any buyers that have been blocked for unknown reasons (as far as I'm aware, anyway), but have been getting some new glitches lately - last night I had a buyer purchase 4 items. I went to send an invoice in case they were waiting for one, but I kept getting a critical error. I was only able to access the buyer's order details via the purchase history on one of the items, and saw that the buyer had already completed checkout and paid (auto-combined postage kicked in, so that was all good).
The stupid thing is, they're all sitting in the "awaiting payment" section, uncombined, and I can't mark them as payment received. o_O (I tried, but all that happens is the page refreshes and there they all are, no little blue $ filled in. >_> ).

This is what I meant to say if they have strikes against them with other sellers and then you have this in place for your own listings, sorry I said it all the wrong way.

Is this the new enhanced buyer experience that eBay is spouting on about?
