Had to cancel a sale when the buyer wanted me to send to an address other than the one on the eBay files. When eBay went through the process of issuing refunds, they took 30 cents from my bank account.
I can find no way of raising a dispute on this within eBay. Is there a way to do this or do I ask the bank to get it back?

Well that’s weird, Dave advised the same, we always receive automatically a refund from PayPal on partial refunds and all fees refunded less the 0.30c transaction fee if we do a full refund

Maybe the indicator is 2001. I've only had a Paypal account since 2008.
Nevertheless, the OP's complaint is baseless, as even you would be out 30c in the posited scenario.

Ebay website advises I'd lose seller protection if I sent to an address not on their system. That's why I had to cancel, because of ebay policies.
On a positive note, the relisted item is now going for 250% more than the price paid by the alleged scammer.

I think you are just mistaken for the fact that the fees come-out automatically. Get a friend to send you $1 and refund it see how much money you have left.

That's exact what happened on me just now. A buyer paid but changed his mind and wanted a cancellation. I accepted, and soon got charged by $0.3. I talked to the a customer service staff, she just explained $0.3 is the fixed fee which is non refundable. I, then asked if that means each time I accept a cancellation request form a buyer, I will be charged $0.3. She said yes and also said it's not my obligation to accept each cancellation.😂

That is correct
No seller is obligated to cancel a sale
Most people advise sellers do so (especially if the 'buyer' is going to be a troublemaker and cause issues if you don't
You are certainly not obligated to cancel at all
