I believe.
Tracking is required.
What about signature on delivery---does that mean:
The person to whom it is addressed
The person who purchased the item or
Any tom dick or harry who happens to be on or near the premises that it is addressed to ( as a buyer this happened to me)
Any thoughts

A little off subject, but we recently had an interesting case with a buyer making an INR claim on eBay/PayPal. The item was sent by regular mail, with no tracking, BUT the buyer left positive fb on eBay saying they were happy with the product.
(a) Buyer gives positive feeback
(b) Buyer claims non receipt
(c) PayPal refunds buyer
(D) To claim seller protection PayPal insists we need to provide tracking to prove item was delivered. Buyer feedback to the same effect was not acceptable.
Go figure!

Nor should it be.
Buyers have been known to leave feedback for the wrong seller.
