The promo didn't actually finish on the 19th. They had to be LISTED by the 19th but the 'no fee' bit applies until the end of their first cycle, whether it's after the 19th or not.
I used my 10 on one account and sold one before the 19th and one after the 19th (actually on the 26th), and I didn't pay any fees on either of them, which is exactly what I expected to happen. When I listed them I put them on 30 days to give them more time to sell, plus I reduced the prices by the amount of the fees to give them a better chance of selling.
