eBay has gone downhill and I get more bad buyers now that negative feedback has been stopped. Also, the fact that I can't leave negative feedback and if I leave feedback on a buyer who hasn't paid and hasn't responded about payment it's listed as positive feedback is just nonsense. Why have negative or neutral feedback score in the users table if nobody can actually leave negative or neutral feedback.
Any suggestions for better places to sell preowned goods online?

What 'feedback changes' are these?
Sellers have not been able to leave buyers anything but positive feedback or no feedback at all since 2008

I hope you are cancelling the sale with the reason 'buyer did not pay' so they get a strike and you get your fees back. I also hope you are blocking the 'buyer'
Leaving a neg would be useless anyway since nobody but you and the 'buyer' has a clue who the neg would be for
Given you are leaving 'false positives ' (a big green ticks with a neg comment) for not paying, and putting your account at risk of being pinged for violating policy, it cannot bother you too much
If reported by the 'buyer' or picked up by the eBay bots, they will remove the comment, leave the green tick and possibly restrict your account
All you are doing is rewarding and encouraging them to keep doing it, they see they can fail to pay, ignore you and they will still collect a green tick for it, boosting their feedback

Buyers can, and members can buy AND sell on the same account.

Has it been that long?? Time passes quickly. Doesn’t feel that long ago but I know it’s been a while.
I'm blocking and putting feedback but the feedback shows as positive which defeats the purpose. The thing is even though I put negative text in the review they still get another positive feedback in their score.
I relisted the item and another buyer is not answering. I have a feeling that because I rejected a lowball before auction messaged offer someone is targeting my sale.

Yes it has
If you are leaving false positives, all of what I said applies
It encourages non payers to keep doing it, rewarding them with green ticks, adding to their feedback
All it achieves is putting your account at risk
If the 'buyer' reports or the eBay bots pick up on it, your account will be pinged, maybe even suspended
So you seriously need to stop doing it
Nothing but a green tick is ever going to show, no matter what words you write
And once more, nobody else has any idea who the non paying buyer is
