So in a nutshell: if you want to sell locally on eBay, you should shut off shipping options. The message: you can either allow shipping or allow local pickup, but if you allow both, eBay may penalize you.

I took it to mean you should allow/not allow pick up but that would apply to item by item. So you could technically have some items pick up and some posted.
But you'd be better off not offering both on the same item. That's a shame because it can make all the difference to a sale especially in places like Melbourne where we have a limited KM radius.
I know too that sometimes in the past I have been inclined to buy something local and ask to pick up as it is a handy little saving in postage.
Shame if top sellers are penalised for allowing the option.

This doesn't apply to Aussie sellers - we don't have a tracking requirement for TRS like they do in the US.

I don't. And half my sales go as untracked letters. Yet I'm still TRS.
Remembering that TRS has positives in the USA. Like reduced fees. Unlike Australia, where it basically means nothing.

The article is specifically about sellers losing Top Rated Seller status due to lack of tracking on orders - Aus sellers can not lose TRS due to no tracking (they can have longer EDDs, potentially lower visibility, and fewer seller protections available, though).
US TRS requirements:
An eBay account that’s been active for at least 90 days.
100 or more transactions and $1,000 in sales during the last 12 months with US buyers.
A defect rate less than or equal to 0.5%, with three or fewer defects from unique buyers.
Cases closed without seller resolution less than or equal to 0.3%, and two or fewer cases.
A late shipment rate less than or equal to 3%, and five or fewer late shipments.
Tracking uploaded within your stated handling time, and carrier validation for 95% of transactions to US buyers.
Aus TRS requirements:
Have an eBay account that's been active for at least 90 days
Have at least 100 transactions and AU $1,000 in sales during the last 12 months
Comply with eBay's selling practices policy
Meet the requirements for transaction defect rate, cases closed without seller resolution and late shipment rate (these are similar to the US ones but they are listed in separate tables).
@dave, US sellers don't get discounts for TRS anymore, I think that was withdrawn a couple of years ago

There is still a discount available, but only on listings that qualify for TRS-Plus badging (i.e. seller qualifies as TRS, and offers 0-1 day handling time and 30 day free returns).
