My settings do not require immediate payment, but for some time now I have encountered this issue of some buyers being forced straight to payment, instead of to the commit to buy page. This makes it impossible for me to send a combined invoice with postage discount for multiple items. After much frustrating research I have worked out that this ONLY happens with my items that are on markdown. I have randomly checked other stores and found the same thing.. regular priced listings generate the commit to buy page, markdown listings go straight to payment page.
I have contacted customer service more that seven times about this issue, and continue to get misleading or incorrect responses such as-
it is a problem with the buyers account like unpaid items or restrictions... NOT TRUE
It is a glitch that will be fixed within 24-48 hours... NOT TRUE
Anyone got any workarounds/solutions?

This 'glitch' is a permanent feature of the ebay landscape.
If you have any form of price promotion in operation a buyer simply can't
'Request Total'.
The only workaround is to establish exactly which items your buyer is after,
calculate the postage and create a tempory postage promotion.
Example:
The 2 or 3 items can be sent for $15.00
Create a postage promotion where 2 or more items will be charged $15.00
When the buyer places the required number in the cart using 'Add to cart'
the postage will display as $15.00
As I said, make sure it's temporary and impress apon the buyer that they
should act quickly. You don't want this workaround going against you.
There appears no good reason for ebay blocking combined postage
on promoted items.

Thank you for your reply and the info.
It’s completely bonkers that eBay customer service seems to have absolutely no knowledge of this ‘feature’. Literally hours on the phone and online chats, and not one of them has been able to tell me this.

Trouble is,they do know. But,like many other issues where the scripted response is either ‘nobody else has complianed’ or ‘the tech team are working on it’ it’s just bs
