Here in Australia, you need an Australian bank account to sign up for Managed Payments
Are the rules different there?
And in Australia, the time to do this is before listing anything so the seller can be verified to sell and ergo, be paid

That’s right, OP. To sell on eBay.com.au, you need an Australian bank account. This is in line with requirements by law (a measure against money laundering and fraud).
Are you sure you want to set up as a seller on eBay.com.au? Shouldn’t you be setting up on eBay.com as you’re registered in the US?
If you’re trying to specify a bank account other than a U.S. one, I can’t see anything that specifically addresses that on the relevant eBay.com Help page.

As already mentioned, you'll need to be signed up for managed payments with an Australian bank account to
receive your money.
