Is every seller on funds on hold now, I have been with eBay for 24 years have started to sell again recently the first five sales went through great and I got my money after a couple of days, the last two have had funds on hold I asked why and got a load of waffle from eBay. I have a 100% positive feedback if this is the normal procedure now I think I will give up they seem to be taking total control of everything since changing the way people pay.

Not every seller has their funds on hold.
Only new sellers or sellers who have been selling infrequently in recent times have this hold placed on their money.
I have been on ebay as long as you have (under different accounts) but the same would happen to me if I started selling again.
Once you start to sell fairly frequently or steadily, the hold no longer applies, it will be removed.
The good news for you though is the hold is only for about 30 days after a sale & after that you'll be able to access your funds.
I am actually amazed that your first 5 sales were paid out immediately when you had just started selling again. Most sellers are not that lucky!
I realise it is probably a pain to sell & post things off but have a month's delay to access your money, but it is a security thing I guess. Ebay wants to ensure you're not just going to take the money (and the goods) and run.
The other thing that has changed since you & I sold in the past is ebay now has a money back guarantee, so if a buyer doesn't receive their item, they can apply for a refund. Usually ebay takes it from the seller's account but otherwise ebay would have to pay for it out of their own coffers and you can imagine how popular that option is with them. Hence the caution with holds etc

Managed Payments came in well over 5 years ago, so it's nothing new and no new changes that I am aware of
I do not know how you got the money after a couple of days for your first five sales after a long break as the normal hold for new sellers and seller who have not sold in a long time is at least 14-30 days after signing up for Managed Payments and being verified
How long someone has been a member is not part of it, all sellers, no matter how long ago they joined are treated the same, and how much a seller sold years ago is also not taken into consideration by eBay
What 'waffle' did eBay tell you?
And was it different to what you ticked as having read an understood when you listed?

Its not true that only recent sellers or sellers who have been selling infrequently have had this happen to them. I joined 12 months ago and my sales have been consistent through out that period then suddenly with no reason I have funds on hold.
Started yesterday first sale for $55 went through no hold. Next hour two sales for lesser amounts suddenly on hold. Sales made today now also on hold.
I tried to get an explanation from agent and she just said each sale is considered individually for being on hold. Doesnt make sense to me.

The OP's issue would be different to yours
Does anything in the eBay 'blurb' apply to you? (ie unusual sale or a high priced item for example?)
No use asking an agent 'why' they simply type from scripts and are not trained in eBay policies etc
