Hi have started selling on eBay. Can anyone please tell me if you can block people who purchase and then don’t pay, and worst still won’t communicate even when you say “tell me if you have had a change of mind and I will resell the item no problem”

Yes, you can add a buyer's ID to a list that will prevent all buyers named on the list from ever purchasing from you again (via that specific ID, at least).

To reduce instances of non-paying buyers, you can also go to My eBay > Account > Site Preferences > Buyer Requirements, and implement the block on all buyers with 2 or more unpaid item strikes in a specified period (12 months being the most strict).

Go to the Blocking a buyer page, and click onto Block bidders or buyers from your listings (or just click the link here). Enter the IDs of the buyers you wish to block.
Also - set your Buyer Requirements (accessible from within your Selling Preferences, or just go straight to the Buyer Requirements page), and make sure you are blocking members who have shown some bad buyer behaviour.
