This has to be sus.
A few weeks back I had $15.00 item for auction, the auction ended with no bidders, and a couple of days later I had a buyer send a message saying they would buy it for $20.00. Knowing Ebays rules I said I would relist and they could purchase at auction (and possibly get cheaper anyhow).
Well I relisted, and again no takers, and again the same person has come back after the end, and asked to purchase for $20.00, and direct deposit the money in my account.
I am guessing they are trying to get bank account details(I'm not giving), but when I check their Feedback they have been members since 2006, with regular purchases and good feedback.
Am I missing something.

My bank tells me there is nothing to be gained from bank details, so maybe they just keep missing the auction.
Why not just set up an BIN instead of auction for $20.00, tell the the item no. and see what happens.

If you have any buyer blocks in place, they may have been unable to bid (eg too many unpaid item strikes etc). If you want to check, you can go to My eBay > Account > Site Preferences > Buyer Requirements > Buyer Requirements Activity Log.
Either way, whether you sell to them is up to you, of course, just pointing out another legitimate (all things considered) reason why they might not have bid. You would need to add their eBay ID to the Blocked Buyer Exemption list to allow them to buy if they had been blocked from bidding.
