How do I get the checkout cart to combine postage?

I've just set up a listing with variations. I've set it up so there's a flat rate ($4.90) for postage, with zero charge for any additional items. However, a potential buyer has just told me that whenever he adds an item to the checkout cart, it adds $4.90 postage per item.

Very frustrating, anyone know how to fix this?

If you send more than 5 parcels a week, you can qualify for discounts on Aus Post parcels via My Post Business. Discounts currently range from 10-15%, though they're changing in a few days (slightly higher discounts for metro areas but no discounts to rural areas).

That's the only option I know of aside from the ebay rates, bulk satchel purchase discounts or eparcel contracts.
