4 days and then you can open a non payer dispute and then 4 days late close it if they still have not paid and THEN you can send a second chance offer.
The first sale must be canceled before you offer to another.

If the buyer has bought the item and not paid, you can't relist or offer a second chance until the transaction has been finalised somehow. If you offer a second chance that that person takes it up, then the original buyer ends up paying, you will probably get negative feedback.
If it has been 4 days since the item was bought, open up a non payer dispute. That gives the buyer another 4 days to pay. If they don't pay within 4 days, you can then close the dispute, get your fees back and either relist or offer a second chance. DON'T offer a cancellation because if it ticks the buyer off, they are just as likely to neg you. Once an unpaid dispute is closed, the buyer is blocked from leaving feedback.
If the buyer doesn't end up paying, be sure to add them to your blocked buyer list. Also make sure you have buyer requirement blocks in place to stop repeat offernders from buying from you.
