I can't open a store

Pleae help! I'm trying to open a store but it keeps coming up with the error:

The requirements to open a store have not been met.
Please register for an eBay seller account - opens in a new window or tab with a credit card on file.

I'm already logged in and have an item listed. Also am linked to PayPal (with credit card linked)??

It has been a while since I opened my store but I can recall that there are limits to new sellers until a certain level of feedback is reached.

For example, I could not list multiples of items until I had reached a feedback score (I think it was 20).

There will be an ebay information guide on the requirements to qualify to open a store in the site map.,

You have to put a credit card on file with eBay - PayPal don't give eBay your credit card details etc, so you have to upload them to eBay independently.

I have updated my cc several times and continue to recieve this same error
