I cannot reply to any messages

I cannot reply to any of the messages I get through email or ebay. the 'box' does not show up.

Hey whenever I'm on an eBay community topic, I navigate down to the "start typing to reply to the topic" edit box. Then I type away, and then the post reply button is grayed out. Why?
