I live in Australia, do I have to take pay pal ? or can I ask for bank deposit or Money order only?
I noticed another seller doing it, so in theory I should be able to do it as well?

The seller is in breach of eBays current policy in all of their listings.
There is a link to report the listing on the far right of the listing opposite the description and postage & payment tabs - titled report this item.
I have reported all of the sellers listings for listings practices - banned or inappropriate payment methods - misleading or discouraging payments
The sellers tone in the litings is also quite agro and off putting for buyers as well IMO
If you are concerned you should do the same and report their listings.
Re the poor advice you received from customer service - unfortunately it seems to be usual defective standard of many of the eBay call centre reps

Avoiding paypal is not avoiding ebay fees.

No, but adding a surcharge to use a particular payment method is. Not sure how it works but that was one of the options under avoiding fees. Maybe ebay had nowhere else to put that option in so stuck it in there. ๐
