I sold an item. Said ask for a postage quote in description but preferred pick up only. This guy buys it then I give him the postage quote at a fair rate. I get NO reply! Then after 4 requests for payment I eventually put in a request with eBay for a resolution. Then I get a neg feedback saying I give no replies. Huh???? How can I deal with this cretin?

Just explain the situation to eBay and they should remove the neg. Don't forget to ban the buyer.

A couple of minor points -
Buyer is only required to pay the price quoted, not 'ask for postage quote' add-ons in the description. Therefore, they have no obligation to pay.
Therefore, they are not a cretin.
I would suggest you learn how to list on eBay and consider a bit of respect towards potential customers. I would advise against trying to get eBay to remove the neg as they could well hit you with a policy violation.

The buyer has an obligation to pay for what they purchased. The description was as plain as day.
'Pick up only' or 'click for delivery quote'. If the buyer asked for a postage quote after the auction finished
then silly him/her.
As far as the claim made in the neg is concerned, ebay should be able to establish if the seller sent
and the buyer received messages and establish whether or not the buyer's claim is false.

The buyer would only not be able to leave a neg after an unpaid item dispute was closed. Once it was closed the neg should either be removed or the seller should call ebay and have it removed.
The seller did not quote any postage, just pick up, so unless the buyer asked for a quote before buying the seller could add any amount they wanted and the buyer is obliged to pay it.
Technically they did actually offer to post it using AP's COD service but that is obviously not what the buyer wanted.

Requesting a shipping quote used to be the normal. This is why Ebay go to great lengths to use calculated postage, as this was one of the biggest reasons for non paying buyers.
Not saying OP is wrong as the intention was for pick up, but giving potential buyers the choice if they wanted it.
There was a time when even postage only items had no postage quoted up front.
ASSUMPTION IS THE MOTHER OF ALL STUFF UPS!!
