The door is open regardless. Now ebay/paypal don't have to pay, and they have no reason to ban any buyers at all. The rule is only enforced on what it would seem as accounts that ebay do not trust.

I have a few accounts, one has the payment hold in place. My question is what will ebay do when paypal splits from paypal as they have no right to tell them to hold the money, ebay are acting as an escrow service.
