No it's not safe, always wait until your money has cleared into your Paypal or bank account, and if it's for the tote make sure you send it  by a very secure method - insured, signature required and tracking etc.

for 21 days?

If it is in your Paypal account, then it is safe to ship.

But for that amount of money make sure you get Signature on Delivery, insurance etc,

and pack it very, very well

padi, I think we should agree with stawka.  I hadn't thought about the 21 day hold, so my answer of "No" may be misleading.  As soon as the payment clears to PayPal you can post, but this may mean that you will be waiting for it to clear for your use.  I hope this is not too confusing.  There are threads about the 21 day hold that inform sellers on how to have the funds released quickly, and it usually only requires a phone call to PayPal where you tell them you will be making a formal compliant to the Financial Ombudsman Service for them to release your funds.

If you mean an Echeck, do not send until cleared, as they can bounce.
