Item not received by Customer, but don't live at address

Customer has opened a resolution case for an order delivered on the 30th with an authority to leave, meaning I don't have a signature.

They are claiming they haven't received it.  They received emailed tracking updates and now admit that they no longer live at that address and didn't at the time of purchase.

Why should I have to refund this customer if the delivery address details were incorrect?

What can I do?

You shouldn't.  In the resolution area, refer eBay/Paypal to the message where the customer admits the address is incorrect and they should find in your favour.  It is not your fault if they gave an incorrect address. As long as the tracking shows that you shipped to the address on Paypal you are in the clear.
