Buyer takes receipt/signs for item then ships to Russia. Then files a case against me for item not working correctly. Item was shipped to PayPal address in the USA insured. Then with no inspection of item turns it around to ship to Russia. Then claims there are issues
Who is at fault for this one?

Regardless of what happened after it was received by the purchaser, they are your customer and the ones that you need to deal with.
If it is faulty then it needs to be returned to you via a trackable shipping method

I thought that the buyer protection became void if it was shipped to secondary destination.

Once item reaches the designated address on paypal - it is 'delivered'
What the buyer chooses to do with said iten after that is irrelevant.
I don't understand how a third party can claim anything??
