Seller had 2 items the same listed. Item 1 was posted and starting bid $39.95. Then a day later second item listed at starting bid of $1. I made a bid on this one. On 30/8/15 I received an email from eBay saying bidding had ended and I was unsuccessful. It had until 2/9/15. Then item was relisted at starting bid $29.95 and I got an email from eBay saying everyone deserves a second chance.
Is this allowed?

Ye, it is allowed under ebay rules.
The seller obviously has multiples of the item so they can offer a Second Chance Offer to the underbidder.

I would say the seller realised they started the auction too low so have ended it and relisted. They can only do that so many times with bids before they are penalised.
