I went from power seller to average joe, due mostly I think, ( poor cognition skills in understanding what they are talking about when a report wont show up) to cancelled transactions.
If I sell an item, and it's not correctly described, I post the item and give a full refund. and then cancel. In the past year I have perhaps done this about 8 times, and am wondering if that's what did it!
It is I that send the cancellation request letting the buyer know ( after already emailing them) that I missed a stain or a missing button or something and that I am sending a refund, and that a request to cancel the transaction will be coming, and ask they agree after they recieve their refund and item.
Is this what did it for me !
I am trying to do everything to keep the customer happy, to have a good ebay experience.
If this is the case, then the only option is to refund and send, but not put in the cancellation request, so still pay fees.
Am I right that it is the number of cancellations that has done this to me? I have done it to myself ? lol

Lizzy I fine tooth comb everything and still miss things from time to time.
I too usually post the goods, message the buyer and issue a full refund.
I don't send a cancellation request, and cop the fees as my own punishment
