For the first time, I've listed a few items with Best Offer.
Somone made an offer which I declined and it says that they have "2 offers" remaining.
Is that within a certain time frame (ie: 24 hours), or if they reach the max of 3 offers Ebay doesn't allows them to offer again at all?

Dont decline offers, counter-offer with something you would accept, and feel free to offer the same figure again if they try to counter your counter.
Example
item price $100
1) bargain hunter offers $40
1) you offfer $90
2) bargain hunter offers $50
2) you offfer $90
3) bargain hunter offers $60
3) you offfer $90
If they really want the item they will pay your price and still feel like they got the best deal they could. If you offered $85 for your third and final offer it might push them over the edge into a sale.

I also wouldn't engauge with them in conversation, it's a waste of time. Just a generic "thanks for your interest, I can offer $90"
