May 15 changes to amount of free listings for non store holders. Do these kick in 1st June?

I've asked this before. Sorry to re-ask. I had hoped they would kick in after the 15th but I'm still being charged 1.50 insertion fee. Anyone else?

40 per month is all I've seen.

They are saying more promotions but that will be when ebay decide they need to bump their profits.

The changes I'd read were for store holders only but then I may be wrong.

If there has been an increase for non store holders then I have missed it. I often want to list more than 40 items a month as auctions so I sell on two ids which means I have 80 available as well as the 200 for my store on a 3rd id.
