If you sent the item with tracking and it's showing as delivered, RING PayPal. Give them the tracking number so they can check and they should release your funds.
I could be wrong, but I'm pretty sure I read somewhere that if you upload the tracking number to PayPal at the same time you upload it onto eBay for the buyer, they should automatically release your funds when it shows as delivered.

It's not automatic. You have to contact Paypal and ask for the money to be released.

It's illegal for them to hold your money. You can find other threads here about this.
You need to lodge a dispute against Paypal with the FOS. It's works. I did it.

That has not yet been ruled on by the authorities, just a lot of people thinking it is so does not count.
At the moment they are releasing funds if sellers complain but that is most likely because it is more cost effective than defending a case if it is brought.
At some stage they will either reverse the rule or they will stand their ground and let it be judged. Only then can it be declared against the law.
