can you put a not paid on buyer after cancel request not responded to by buyer and case closed.

buyer purchased then said couldn't afford and advised i could relist or second chance. Sent them a cancel request, no response, so closed case. Can i now put a non payment on item?

Phantom percentage drop ....anyone else effected?

Has anyone have a percentage drop for no reason? Mine went from 99.9 to 99.8.I have had no sales since end of October and no feedback given since end of October as none were due.Strange Phantom at work or another ebay glitch.....just weird !
