You may be able to increase the limits on your account if you have another, more established seller account on eBay. Your other account needs to meet all of these conditions:
You've been a registered seller for at least 90 days.
Your detailed seller ratings are at least 4.8 in all areas.
If your account meets all of these conditions, follow the instructions on the Request higher selling limits page to confirm that you already have an established seller account.

Ebay have a 100 free listing promotion at the moment.
On my other ID I was able to list 100 free listings even though my allocation was lower.
There is a link on another thread but I'm blowed if I can find it now!

If you attach a credit card (or Visa debit) to your account you should automatically be allowed 100 sales/listings and $7,500 per month.
