Hi Guys
About 1.5 months ago someone bought 50 small items from our store, who unfortunatly turns out to be a scumbag scammer.
With some absolutely silly reasons, he opened a dispute, then to a claim, we had no choice but request all items to be returned.
Few days ago, mail arrived, only 1 item was in the satchel.
We contacted paypal shortly after that, but all we got was robotic answers.
Since there was a tracking #, full refund (for 50 items) was granted yesterday automatically, then we filed an appeal.
After uploading all the picture evidence and documents we have, paypal sent us an email says we need to "fax the requested documentation" to their U.S office.
C'mon!! Is that necessary? Couldn't they see all the papers and pictures we submitted online?
Also, most importantly, we were never told what exactly "the requested documentation" is.
Please, we need some light on this one.
Thanks.

Before anything else ring back paypal and request to speak to a supervisor - insist.

What were the total weights and sizes of the 50 items? Were these measurements in the listings?
If so, what was the weight and size of the package for the returned item? Could the 50 have fit?
just some points that might help.

Ring Paypal, tell them you want to speak to a supervisor and that you are not happy with their decision. If they won't elevate your complaint tell then calmly that unless you get to speak to somebody who can assist you you will have no chouce but to put in a complaint to the FSO as you did not receive all the items back and are more than happy to fax them a Stat Dec confirming the fact. You may have to go to the lengths of reporting them to the police for fraud and getting a crime number but usually the threat of the Ombudsman is enough. Unfortunately you may end up getting your money back but it will be funded by Paypal, the scumbag buyer will not have to give back the refund.

It's a very light weight item, but not that small in size, there's no way he could fit 50 of them in one satchel, not even close.
We have provided some pictures to paypal showing this point.
Thanks for your all great replies, will try give them a ring today.

Just called them, we were told if documents have been successfully uploaded online, there is no need to fax anymore.
Guess that email was sent by mistake?
Well, anyway, now we play the waiting game.
