Sellers are not permitted to leave negative feedback. That's the rule. Just follow the options for cancelling the order - buyer did not pay - and let things take the proper course. Eventually the buyer will be unable to buy if he does it too many times.
Do not attempt to leave feedback with the negative comment, that is against the rules, and you will be the baddie not the buyer, in ebay's eyes. I repeat - do not leave any feedback at all.

eBay removed the option to leave negative feedback for buyers in May 2008... and rightly so.
There is no need to leave any feedback for a non payer.
The tools eBay provides are far more effective.

There would be no point even if you could
Nobody else besides you and the fake buyer would have a clue who you were negging since nobody else sees the buyer's ID
Your concern should be cancelling due to non payment so you are not charged the selling fees and putting the fake buyer on your blocked list
It has been about 16 years since ebay allowed a buyer to receive a neg, so they are not going to bring it back

Feedback is not what you worry about in circumstances like this.
Giving that person a strike for non payment is the most effective punishment you can give.
After 4 days open an official non payment claim with ebay. Don't even mess around contacting the buyer. Go straight into an ebay claim.
That way you will get your ebay seller fees refunded and the buyer will be given a non payment strike.
No one will see it, not even the buyer, but they will be informed it is there and the ebay system will know it is there and if they get another strike in the near future, they will find themselves blocked from buying from a lot of sellers.
That's you best revenge. Forget feedback, you can only give positive and no way do you want to give a non payer a positive rating, it only boosts their score and makes them look better.
Plus if you try saying anything negative in a positive feedback, you're the one who will be in trouble with ebay. So forget feedback.

Follow all the good advice offered here, then put the buyer on your Blocked list, so you don't have to deal with them again. Go to "my eBay" page. Select "account" from left hand side of page. Select "selling preferences" from left hand list, there you can make rules as to who can buy from you and you can also block them here.
