Banner on my eBay page (I have adblock, but when I first open my browser, the ads will show for some reason, it usually shows me the postage rebate offer one) :
I clicked the "Find out more" link, and landed on this, which doesn't really provide much clue, but I'm guessing "new store packages" goes together with "not yet available" (still, with the postage banner still making an appearance, I guess I wouldn't be too surprised if it's from when the store packages were last revised - also, I double-checked and the link goes to an eBay.com.au page, which is worth noting as I've had some ads take me to the US site) :
