Just recently I was able to give positive feedback like "no payment no communication". So crock-buyer was able to maintain 100% positive profile. From point of view eBay it was good for business.
But too many feedbacks like "no payment" create angry questions - why this person still around?
So recently eBay changed rules. If no payment recorded no feedback may be given.
No way we can see what the system is heaven for fraud, crocks, pests and parasites. No way we will be able to see how many times thief did not pay and got away with this.
I pay fees, but eBay does not care about me. They care only about dishonest buyers.
I am here only as long as no alternative. I am dreaming about other on-line auction, which will be for honest people.

Block non payers
To put these blocks in place hover your mouse over account in your my ebay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want, to stop those you want to block from purchasing from you

There have been a number of cases reported of seller harassment with this technique so insisting on payment seems an improvement to me.

It really won`t be any different selling on alternative sites, non payers will always exist, the ability to leave negative FB will not stop it from happening, as sellers rarely check FB when a bid is placed, but following the advice to put your bidder blocks in place will cut down on the number of non paying buyers from bidding on your items.

Feedback can be left at any time after the sale, the ability is not available if a dispute is opened and closed issuing the buyer a NPB strike, and if FB has already been left during that time, once the dispute is closed the FB can and will be removed.

It is most important that sellers commense an "Unpaid item dispute" when an item is not paid for. The buyer is given 4 days by ebay to make a payment after the dispute is initiated, the seller is then free to close the dispute, and recoup their seller fees if the buyer still hasn't paid.
This non payer will then be issued with a non payer strike - which means that all sellers who have the correct blocks in place will be protected from such buyers.
Not following this procedure can lead to all sorts of problems with feedback. Feedback will be revised by ebay if an item isn't paid for and negative feedback left by non paying buyer. BUT you MUST go about it in the correct way and that is to initiate the unpaid item dispute and close after 4 days if payment not received. I believe but please correct me if I am wrong. Once an unpaid item dispute is initiated, the buyer can't leave feedback unless they do pay.

If all you do is leave a negative comment for a non payer you aren't really helping and it's a policy violation.
