Once the unpaid case is closed the buyer will be issued with a strike on their account.
Neither party can leave feedback after an unpaid case is closed and if left before, call eBay to have it removed.
Also set your blocks if you haven't to weed out serial non payers.
Select account, then site prefs and to the right of buyer requirements select show n edit.
Set blocks n save.
Also add this buyer to your BBL at the bottom of the blocks page.

Has it been 4 days or more since you opened the case?
If so, close the case so this individual gets a strike
otherwise, once it is 4 days (to the minute) or longer, then close the case
You need to contact ebay and ask that they remove the feedback and explain the 'buyer' ignored the reminder to pay and ignored the non payment dispute

You will find 'help' at the bottom of any page, there you will find ebay's phone number
If you have no luck with the rep you get hold of, many people find it better to request a call back and then to speak to a supervisor
