Non paying Blocked bidder used new ID to buy same item

On another account of mine, I had a buyer not pay after 28 days and my giving her many chances and extensions.
Eventually opened unpaid item dispute....after 5 days still no payment, I closed dispute, got FVF credit, and she got non-paying bidder strike.
I then put her on my blocked bidder list.
2 days later a new buyer (new ID) buys the same item and the "send to" address is the exact same name and address of the previous buyer (identical). Ie, it's the same person, just using a different ID as their first ID was blocked when they tried to buy it again.
Now 3 days later still no payment.

This is a clear violation of Ebay's Unwanted and Malcious buyer Policy which states buyers who are blocked cannot attempt to buy from a seller.
I have contacted Live Chat 2 times to get this sorted and I expected to have the sale cancelled by Ebay and strikes against the buyer. Instead I have inept Live chat staff who tell me "maybe it's not the same buyer", and then the other Live help person told me to just "open another unpaid item dispute" becuae they won't be able to make payment that way (say, what? Buyers have 5 days to pay after an unpaid item dispute has been opened). I am so sick of Ebay Live Chat employees who are inept and don't even know their own policies and procedures.

I am pretty sure Ebay have the power to cancel the sale for me without my having to go through any of the usual processes.
Any advice on how to get this to happen. I guess I will just have to keep emailing them until someone is competent enough to fix it for me?
I don't want to go through with the sale even if the buyer does pay, as this 2nd sale never should have been allowed to happen in the first place (she circumvented the rules) and I am concerned with issues if she DOES pay and "complete the sale" (ie bad feedback, saying not received etc - the item is normally sent as a letter ).

Except in this case the Buyer has created a new ID and will likely damage the Sellers business by either neg FB or low stars.  The only seller cancellation option is going to get them hit with a Defect, altough they are only risk managing their business.  eBay is not protecting a seller instead punishing them.

Ring ebay, keep it simple, just tell them you have a bid from a new account of a member you have on your blocked bidder list.

 

If they refuse to act ask to speak to a supervisor.

 

You could also email T&S.

I tried to find a more specific email adress for T&S - do you know where I can find that?
I could only find online submission forms loosely linked with having a problem buyer.
I am unsure which department those online submission messages actually reach.

Sorry I didn't reply sooner but I am on UK time plus I am having connection problems.

 

I have never had to email T&S directly as my problem has always been solved without using them or the operative has 'sent' my problem to them.

 

Others may know the correct direct addy but I would use: Customer Support > contact ebay > Selling > Resolving seller problems > Report a seller. I would imagine that would go to T&S
