I have always been told not to send until ican see the payment in my acc, We are at a stand still , Buyer wants his item , i want my money before i send item and Bank wants tracking number before it will release money.
What should i do.

WOW, you poor thing what a horrible experience for you.
I would NOT NO WAY be sending the item. This is simply not how ebay tansactions work. If the buyer wants the item badly enough they will agree to your terms. Its pretty simple; payment for the item has NOT been received by the Seller. I would ask the buyer to retrieve his funds and pay you via paypal
I would change your terms of sale for intl buyers to paypal only.
I hope it works out for you.

Just report them to ebay and the online fraud police. cease all further contact with them.

There is a payment facility called Nochex (or used to be, I haven't used them for a while) but it works pretty much the same way as Paypal and this is definitely a scam Send nothing, have no further contact with them. Call ebay and tel them you are being targeted by a fraudulent buyer and ask them if they will cancel the transaction. Reporting them to the police is probably a waste of time as they will be somewhere like Nigeria or eastern Europe.
