Check out the thread titled 21 DAY HOLD FINANCIAL SERVICE OMBUDSMAN WANTS TO HEAR FROM YOU - it has gotten a bit long, but there is lots of helpful info and advice about eBay / PayPal doing this.

Looking at your feedback, my guess is it's because it's been awhile since you sold anything. I would contact PayPal and ask to have your funds released. If they refuse, lodge a complaint with the FOS and in that complaint, explain that you have previously sold items with no issues and there is no reason why you should now be subjected to these holds.
It normally takes less than a week for the FOS to push the issue with PayPal. The more people that complain, the more change there is of them leaving established sellers alone.

read the other thread.
But I ticked all the boxes for NOT having my funds held and they still were until I sent emails to Ebay and paypal and the Ombudsman and many phone calls. But finally they stopped doing it.
Need to keep pushing.
But read other thread as suggested.
Good luck

That's the thing, if you do push the issue, they stop it. I don't think they counted on so many people pushing the issue.
The biggest issue is long term, established sellers, with outstanding performance, opening a new account and being hit with a hold. It should be for new account holders only, not new accounts created by reliable sellers.

I received a reversal/refund yesterday, but when I tried to pay for an item for less money from my Paypal account, it would not, although I changed the method of payment on the webpage - finally it paid for my purchases from my bank a/c with my usual scheduled payment.
Does anyone know if a reversal has to stay there for a stipulated number of days before any payments can be made? Altho, if I click on withdrawal it seems to be alright to withdraw the money, with no mention of 21 days.
