Pay pal refunds before item received

I thought with refunds, paypal waited for me to tell them the item was received? They told me it was received and refunded straight away.
Is this normal?

I am not trying to dispute anyone's opinion, but I am now curious as to how long is an acceptable amount of time for the seller to get to the post office and retrieve the item for inspection?


 


I mean, not everyone can get to the post office every day, especially if they have a job that operates similar hours to that of the post office - so how does all this fit into it?

I suppose a "respectable" amount of time might be the same length of time that a buyer has to provide proof of post to paypal after decision has been reached - isn't that around 7 days ??


 


I think both parties have the right to expect procedural fairness in the dispute process - including a reasonable opportunity to present relevant information before a case is closed.

I think 7 days is fair for both sides - that's 5 business days.


 


I think the expectation for either side in under three might be a bit ambitious, especially as day one you don't usually know about until you've gotten home for the night iykwim - ie the postman dropped the card in your box through the day whilst you were out/at work, so you didn't even know it was there on the first day.

Well the whole story is seller failed to mention in the listing that the item is hollow not solid gold


 


The listing doesn't say it is solid gold either........that's what the messaging system is for to ask those types of questions, not assume things then blame the seller when you assume wrong.
