PayPal to provide buyer protection for eligible PickUp and Hand Delivered items

got an email from PayPal this morning about changes to the PayPal User Agreement.  Haven't gone to the PayPal site to get full details but the email indicates that from 15th July there will be buyer protection for eligible PickUp and Hand Delivered items.

I just found it interesting the way that bit about sellers not having protection when a buyer claims that an item is SNAD is written.  The policy does go on to give some information about SNAD cases.

 

I think that clause would read better if it was:

 

Seller protection will not apply to a transaction if the buyer successfully shows claims the item is significantly not as described

They actually can't write it that way because Seller Protection doesn't come into play on SNAD cases at all, and that makes it look likea seller can qualify for protection on a PP SNAD case.

 

Seller protection doesn't come into effect unless a payment is successfully reversed  and the buyer gets their money back, (hence why it generally applies to chargebacks). In most other cases, one party wins and another party loses, with PP being out nothing.

 

If a buyer doesn't successfully show that an item was SNAD, their claim fails, which is not the same thing as a seller being protected from having the money taken back....if that makes sense.

i ask, if an items not as described when ya turn up to pick it up, WHY WOULD YOU PICK IT UP

 

Exactly, that was the whole purpose of picking up an item - inspect it, pay if you're happy, if not walk away.

 

This new policy just opens the door for even more dishonest people.  I've buy an item, let's say clothing, wear it out, oops accidentally spill something on it, lodge a dispute for SNAD!

I suppose in some ways it is a good thing. I have paid via paypal in advance fo picking up items. If by chance teh item is not as described then Im ok with some sort of financial protection. I think the withdrawl restrictions is a little open ended though, who, why and how much, to many loop holes in that one.
