Payment before seller effects delivery

Been trying to find out if I can insist on payment before posting item to purchaser.  Don't care if the payment is held by EBay

You haven't sold recently, so you are classed as a new Seller.  This means that eBay will hold your funds for 30 days.  Once the Buyer has paid, you are obliged to send the item.  You should get this message from eBay "buyer has paid, send item" in red letters on your selling page.  You cannot wait 30 days before sending the item, otherwise eBay will soon shut you down.  You cannot get the money released earlier, these are the rules.
