So it would appear that an idea that was introduced in USA August 2023 was removed in March 2024. Why? Because it didn't work? And then re-introduced maybe in some altered form June 2024. Persistent aren't they?

This is ridiculous.
Are buyers who bid on auction to be placed at a financial disadvantage compared to buyers of fixed price listings? Do I understand correctly that buyers will have one hour and will be charged after that? Other buyers have 4 days minimum.
What about buyers who place snipe bids when an auction is due to end at done unearthly hour? I don’t think they’ll want to wake up in the small hours, to change payment details if needed. That rather belies one of the purposes of sniping.
eBay are fixing a problem that doesn’t exist, and creating problems that will annoy both buyers and sellers. What hommus-brained nincompoop came up with this?
