Paypal partial refunds

A customer purchased two items, didn't wait for a combined invoice, paid for each including postage by Paypal. Both items can fit in the one satchel. If I do a partial refund via Paypal is there a financial 'penalty' by Paypal?

Once the FVF on postage comes into effect early next month, what will happen if a buyer doesn't wait for a combined postage invoice?

I have refunded postage and I'm pretty sure things worked out fine with Paypal.  

As ebay and paypal are synced then let us hope that you will also get a refund or deduction on the postage FVF from ebay too.

I wouldn't bet on that.

Or whether or not the refund will be considered a defect.

Crikey I wouldn't have a clue about the refund and fee rules in the UK now as I don't sell much any more while I am here in the UK.  I keep up to date with the general idea of policies here but do not look in depth at selling policies, the rare sale I do list is usualy for pick up items.
