There was mention of sellers leaving positive feedback with neg comments (which we know is against the rules) cancels the Unpaid strike on the buyers account. Does anyone know if this is true?
In other words the pos cancels a strike.
If so that may explain sellers that have blocks of 1 strike complaining the strikes aren't being issued when buyer bids on another item.

It's difficult to know with 100% certainty, it was definitely rumoured to be the case for a long time, but thecatspjs (if she's around? she can probably tell you more than I can) apparently asked eBay directly and was told that the feedback system is completely independent of the UPI dispute and a feedback comment will not automatically cancel a strike. It probably makes them easier (if that's possible!) to overturn, though.

No it does not cancel out a strike at all.
They are still a non payer no matter what.

Unless it was reported by the buyer (and lots are not as seen by viewing feedback on the forums when bought to the attention of others) then how would ebay know if it was a +ive +ive comment or a +ive with a negative comment?

Feedback does not negate the ability to open a dispute nor does it cancel out a strike,
But the issue is more likely to be if a buyer does not have a history of non payment they can appeal to have a strike removed, and sadly ebay may oblige.
This is why it is not only necessary to have your blocks in place, but also to add the buyers ID to your Blocked bidder list, where it will remain indefinitely.
It is only with the heart one can see rightly; what is essential is invisible to the eye."

The thought was whether leaving a pos (no matter if it has pos or neg comment) would negate opening a case or strike being removed as the transaction must have been successful if pos feedback left.
But it makes more sense those 2 systems don't interact and left in control of ebay.
But as DG pointed out possibly if a buyer appeals and has a pos on the trans, maybe it is easier to have it removed and I think that is where the misunderstanding has occurred.
Thank you all, querie sufficiently answered. ๐
