We have had this but when the paypal payment came through it had an address on there. We only use the paypal address in shipping so we were set.

We have one exactly the same on a UPI at the moment.

I had 5 of these prior to Xmas. All resulted in NPB cases. All registered the day they bought.

It is under account tab - site preferences - buyer requirements-
Click show, and at the bottom of the section is a link called Buyer Requirements Activity Log

Rather than saying the system works, I'd sooner suggest that it tells you on the odd occasion that it does. ![]()
It took four attempts at purchasing before the newbie on mine above got the hint and finally buggered off.
