Can I use flat rate Aust. Post padded mailers to print ebay labels? Booval post office (4304) claims I cannot use these mailers to print postage labels online. She said I have to manually write each address on the mailers and bring them in to be individually weighed and paid for. She said this is because you can only choose flat rate Satchel or Boxes when printing postage labels online and, technically, the flat rate padded mailers are not satchels so you cannot print labels for them. Is this true?

You should be able to use the mailers and eBay or AP parcel rates if you select 'own packaging'.
AP do not care what packaging you use if the item fits the weight and size limits for the postage you purchased. Your PO needs to brush up on AP policies.
I wouldn't be using eBay postage, though. It doesn't take much volume for AP MyPost Business to be a better option.

They are part of the AP flat rate post range, so as long as you select the appropriate size and pay the applicable flat rate. I do not see a problem, but it is something you may wish to clarify with AP support.
