My buyer in China has notified me that the item she bought was damaged in transit. Photos provided. She is requesting a refund of the postage only as it will cost too much to return the item. The item was $35, Postage $71. How do I manage this?

I don't know why they would only want a postage refund. Are you sure they are not requesting funds for return post, possibly miscommunication due to language difficulties, translation, etc.
You are responsible for the total amount, and up to you if you want to pay for the item to be returned.
Personally, I would be refunding the total invoice and letting them keep the damaged item.
To issue a refund, select the order and from the drop down menu select refund, then follow the simple process.

'no refunds' only refers to 'change of mind' returns

Sellers cannot state no refunds for any other reason

What exactly is wrong with the item? Are the photos provided of the item you sent, or could it be a bait and switch? Which of your sold items did she buy? At this point, I'd be skeptical.
