They should be messaged first, probably don't realise.
I have a lot of trouble reporting anything - there are so many choices and variables in the report form I give up - if you can put the sequence to follow after choosing report it would be helpful.
That being said, you yourself are breaking the rules by naming the seller, which is not allowed on the boards.

Collectibles does include new stock, it is not just used items that is allowed to be listed in this category..
From a quick squiz I can see quite a few store sellers use the category IMO to run auctions as there are freebie auctions included in store package for listing in collectibles - not sure if the OPs seller is doing this.
In any case, very frustrating and off putting for buyers when sellers spam categories in the way the OP describes.

Is the seller's username the one you placed in brackets ? I guess probably not, because ebay removes usernames mentioned in posts since we are not permitted to 'name and shame'. I tried searching for them but got the message that the username was incorrect.

collectibles may include new items - but surely they must be of a collectible nature?
Oriel Lighting Shelf 8W Fluoro Oyster Light Fitting
doesn't seem very collectible

try buying postage stamps in the Buisness - Postal Supplies - Stamps catergory. about 40 lots for postage stamps and another 500 for anything from inks to colouring books. been complaining for over a year to ebay and nothing, of course the main culprit has millions of items listed on ebay [makes you wonder]
