i recently placed a couple bids and won for various items from a seller who STATES THEY PROVIDE COMBINED SHIPPING. I had asked a question about this before, and no answer. I am now waiting to pay, and have requested an invoice for combined shipping, but they seem completely unresponsive despite the positive reviews. I’m unsure what to do to get in contact with them.

They can opt out of the eIS, I believe they can also remain in the eIS and also offer alternative international shipping options for a buyer to choose, but they can not make these changes retrospectively to a completed auction.
I don't know why a seller would wish to opt out, take on all responsibility for shipping and loose all protections with absolutely no benefits for such low value items.

Possibly because the seller stated on the listings that they offered combined shipping... idk.
I do agree it would have been prudent to wait for confirmation.

I offer combined postage and do it on a regular basis, but the buyer cant just assume what the combined postage is. In most instances I can provide multiple items for a single postage fee, but if they select 4 heavier items, the combined postage would be higher than a single fee, but somewhat less than all 4 items,.
It is imperative that a buyer finds out how much combined postage is first, if they don't hear back I would expect that they don't purchase.

Sugar., @citor is asking questions hoping some one here can help him/her with ways to contact the seller. Obviously he wants the item/s but not too happy with paying 2 separate shipping cost. You instead of providing answers, you answered with another question... lol

OP, as has been said, the seller cannot combine shipping in this circumstance. When a seller is opted into eIS (eBay International Shipping), their goods are available to international buyers even if the seller hadn’t any intention of selling to international buyers. The seller may not even know they’re selling to an international buyer. They simply pack up the purchased item and send to the hub address for eIS. When it arrives there, it’s prepared for international shipping including all the paperwork.
eIS doesn’t permit combined postage of separate items (from separate listings), even if the listings are from the one seller.
So - what the seller has stated on their listings about combined shipping is intended for domestic buyers, not international buyers.
Every time you’ve asked the seller to combine shipping, you’ve asked for something the seller cannot give you.
I can suggest only one thing; ask the seller to cancel the sales, and to list the items you want in a single listing that you will purchase. That way, the seller will get back their fees for the initial sales, and retain their seller protection, and you will hopefully get the items that you want at a reasonable postage cost.
