You "may" know the law, but it appears painfully obvious you can't read and understand board policies or eBay's T&C's.
Let alone any of the links that experienced board members have supplied you with, your interpretation of "the law" seems to me to be all "smoke and mirrors".

if ebay policy was law..as u think, ebay would not succumb to my bank..it's not law...a contract is not valid unless it complies to the laws of the country u are in...ask a lawyer they will tell u the same

This is a logical fallacy.
There are laws surrounding banks that protect the consumer (you) over the seller (eBay), and which allow consumers to get away with breaking laws.
In other words, just because something was allowed to happen, it doesn't unequivocally prove that the other party was in the wrong, legally or otherwise.
If I have to simplify it even more, getting what you wanted doesn't = being right.
