Didn't I read somewhere on the boards that if you put your CC in and beg, eBay will lift it to 30?
If that isn't the case and the OP has linked this a/c to another one then if eBay gets annoyed, both accounts will be penalised.

Adding a credit card didn't increase my initial limit. That happened because I linked my new account to my establised high feedback one. My second account had the 21 day hold, which the FOS took care of and put a stop to it. The last account I wasn't worried about the hold, but then realised that even though they mentioned funds being held, it wasn't actually happening, so there must have been an enforced lift across all subsequent accounts.
Unless the OP has an establised account, or have pleaded, begged and borrowed, they'd be stuck with a limit of 10 and 21 day hold. As you said, if they do have an established account, if this one goes bye byes, so do the rest. That in itself would be so funny to watch!

With 2 sales out of 34 completed listings, one of which is going to bite them severely, and listing items well above the price of others (who are well-known and offer warranties) I can't see the OP turning into a power seller any time soon Tippy.

It changes all the time.
My main account has never had listing limits. Thankfully; if it did I probably would never have bothered with eBay. From memory I had around 50 fb when I opened my store and listed 200 items on the first day.
This and my other account I linked my 'CC' and got 100 per month. This one is stuck on 100, but the other one has increased to 1050 in the last 12 months.
Unfortunately, the last increase coincided with the absence of 500/1000 freebies. So blame me
